The Helikon Press, besides its range of Hungarian and foreign fictional titles and educational publications, was known and respected for decades as the publisher of choice for bibliophiles and lovers of fine prints and art books. In recent times its publishing activities have expanded further: the Helikon children's programme and the Helikon schools programme produce textbooks and educational aids in the areas of literature, history and the visual arts. In the field of humanities and the social sciences, a range of specialised literature and university textbooks are published in the Helikon Universitas series.


Students will spend an average of $898 per year on textbooks in 2003-04, based on surveys of University of California (UC) students in the fall of 2003. This represents almost 20% of the average tuition and fees for in-state students at public four-year colleges nationwide. In contrast, a 1997 UC survey found that students spent an average of $642 on textbooks in 1996-97.


Bulgaria is typical of all countries in economic transition in suffering from the after- effects of Soviet-style socialism and its abrupt demise and the book sector has suffered particularly badly as a result of the collapse of the centralised distribution system. Under the previous regime, there was widespread access to books as a result of centralised distribution, subsidised low pricing and the absence of any commercial criteria. Unable to sustain the former structure with its heavy support for the book sector the state abruptly withdrew, allowed an elaborate infrastructure to collapse and now looks to market forces alone to determine the future development of book publishing and distribution.


For textbooks, however, publishers like McGraw Hill, Prentice Hall and others do not need to separate buyers into distinct groups because cultural forces in different countries already do. The authors note that general audience books, like Harry Potter, as well as other media like CDs, DVDs and video games are priced similarly in different countries (sometimes even in different languages), but university textbooks are far more expensive in the U.S. than in the U.K., mostly due to their unique status as the centerpiece of the class - they are very often required by professors. British students are given a syllabus listing books which are recommended, not mandatory, as study guides.


Given the highly centralized nature of public education at the pre-university level in Puerto Rico, curriculum development has traditionally taken place under the close supervision of the Commonwealth Department of Education. The University of Puerto Rico's College of Education has exercised much influence in this area. Over the years centralized curricular planning has tended to apply to Puerto Rico various trends in vogue in the United States. The long-standing Commonwealth political emphasis on economic planning has also played an important role in determining what subjects deserve increased funding, with technology and now globalization viewed as the key to progress. Indeed, at present, the Department of Education is in the process of setting up administrative means for the incorporation of private business and banking's informed input in regard to the most promising present and future areas of employment.


Yet there are some grounds for hope. Most states do not adopt K-12 books statewide. Furthermore, sunlight is beginning to illuminate this long-obscure process, especially since publication in 2003 of Diane Ravitch's bestselling The Language Police. Meanwhile, society may be losing some of its patience for multicultural silliness and the overbearing rectitude of the religious right. And there is widening recognition among education experts and policy makers that today's K-12 textbooks are failing to educate students at the very time the nation is striving to leave no child behind?and judging more and more of its education policies and practices by their effectiveness with respect to academic achievement.


Don?t rush to buy your books before classes start. Ask your professor how often you?ll be needing the book. Some professors throw a book on the syllabus because it?s required by the university and never come around to opening it. Some professors encourage you to share books, because you?ll be using it so infrequently.


The report, entitled, �Rip-off 101: How the Current Practices of the Publishing Industry Drive up the Cost of College Textbooks�, surveyed the most widely-taught books at colleges and universities in California and Oregon and the faculty that teach those books. The report found that even though students already pay $900 year for textbooks, textbook publishers artificially inflate the price of textbooks by adding bells and whistles to the current texts, and forcing cheaper used books off the market by producing expensive new editions of textbooks that are barely different from the previous edition. The report also found that most of the faculty members surveyed in the report do not think many of these add-ons are useful and are supportive of efforts to streamline textbook costs and extend the shelf life of current textbook editions.


These comments are about books generally. University textbooks are a different category because they can be very specialised and are often linked specifically to certain universities. The personal touch may yet win out.


Using the comic book format for primary school textbooks isn't inherently bizarre. University textbooks are drifting in that direction already. Newer texts are crammed with diagrams, photographs, and other visual aids--even in the humanities and social sciences.

This view is already informing the reformulation of Africa’s foreign policy. Others are revising their foreign policies to make economic cooperation a centerpiece of their diplomatic interactions. Part of Africa’s growing cooperation with China, for example, is influenced by the higher technical education opportunities granted to African students. In 2006 China admitted nearly 2,000 African students, mostly in science and engineering. The number of African students admitted to Chinese university will double by 2009 and the long-term diplomatic benefits of such arrangements are immeasurable.


Textbook adoption is a fundamentally flawed process: it distorts the market, entices extremist groups to hijack the curriculum, and papers the land with mediocre instructional materials that cannot fulfill their important education mission. The adoption process cannot be set right by tinkering with it. Rather, legislators and governors in "adoption" states should eliminate the process and devolve funding for and decisions about textbook purchases to individual schools, individual districts, even individual teachers.


The state's proper locus of influence over what teachers teach and children learn is its academic standards, tests, and results-based accountability system. It's the results that matter, and here state policy makers should be insistent and demanding. The federal No Child Left Behind act more or less requires this, at least in reading, math and science.) But with that centralized control of results should come maximum freedom for teachers, schools, and school systems to produce those outcomes in the ways they think best. The state has no more business determining what textbooks they use than determining which poems (if any) a fifth grade teacher asks her class to memorize in April or which science experiments a chemistry teacher assigns to her eleventh graders in October.


One of the main challenges in African higher education is the isolation of campuses and training facilities. University textbooks are often decades out of date and students have little access to more recent information: road travel is difficult and slow, air travel expensive; and Internet connections are prohibitively expensive. It is not possible to spread information about available agricultural practices when it can cost a day’s wages for an African student to log on at an Internet caf� to download a paper or brochure. Most students have no Internet access at all through their universities.


Collecting book prices on a 'constant quality' basis over an extended period of time can be a problem for particular types of books, for instance, fiction titles. Books on the top ten best-seller lists are used as a guide to select books for pricing but the popularity of these titles is likely to decline after a period of time. When that happens a replacement with identical quality and specifications will be required. However, books in the top ten best-seller lists are usually not comparable to one another in terms of size, content and price and finding a suitable replacement can be difficult. One of the strategies the ABS adopts to minimise the problem is to price books by particular authors who have been producing similar quality best selling novels over a relatively long period of time.
